European tourism – upcoming opportunities and threats

European tourism enters a „decisive decade“, new [report/study/analysis] shows European Travel Commission (ETC) report, which analyses the main challenges until 2035 and proposes tools for industry adaptation.

According to the ETC, European tourism will be shaped in the next ten years by:

  • climate change,
  • Social and technological changes,
  • amendments to the European legislative and regulatory framework,
  • a growing and ageing middle class,
  • a generation of young people increasingly seeking sustainable and innovative travel,
  • manpower shortage and labour market imbalances.

Four possible scenarios

To help destination managers and national tourism organisations, the ETC has presented “Future Proofing” toolkit with four possible scenarios of development:

  1. Fragmented and interconnected– Poor EU governance and the dominance of global platforms favour mass tourism, but threaten authenticity and lead to the marginalisation of small and medium-sized enterprises. An opportunity exists through micro-strategies and regional branding.
  2. Coordinated and connected – similar mass market challenges, but with stronger cooperation within the EU, creating greater resilience and a better risk management system.
  3. Collaborative transformation – Inclusive governance and offerings aligned with the climate and digital agendas create regenerative tourism. Technology aids transparency and co-creation of new cultural experiences, but risks remain in the form of climate disruptions and complex management.
  4. Non-uniform transformation – local communities and SMEs are leading innovation and offering slower, value-driven experiences. However, a lack of wider cohesion can create deep divisions between regions.

The President of ETC, Miguel Sanz, stressed that national tourism organisations can no longer plan only on a short-term basis:

“They must be prepared for very different possible futures. This study gives them forecasting tools, strengthens resilience and indicates measures that remain relevant in all scenarios.”

The next decade will bring serious threats but also opportunities for innovation, sustainability, and collaboration for European tourism. The question is whether the industry will seize the chance to move from „familiar“ models towards a transformation that will ensure long-term competitiveness and resilience to global changes. Of course, each country has its specific challenges, but collaboration is key in implementing positive strategies, at the level of multiple countries, regions, and the tourism communities of each individual country.
