Rio de Janeiro introduces tax refund for tourists

Rio de Janeiro is becoming the first Brazilian federal subject to introduce tax refunds for foreign tourists. This measure aims to boost tourist spending and strengthen the local economy.

Foreign tourists will be able to claim a tax refund for purchases made in authorised stores. Purchases must be made using a credit card issued abroad. The tax refund does not apply to services, nor to the consumption of food and beverages in restaurants, hotels, and cafes.

The Rio de Janeiro Research and Analysis Institute estimates that this measure could double tourist spending, from 212 million to 411 million dollars. This would add approximately 326 million euros to the local economy. Experts believe this will make Rio an even more attractive destination for foreign visitors.

“This is a historic moment for Rio de Janeiro and a testament to our pioneering spirit,” stated Gustavo Tutuca, State Secretary for Tourism. “The tax refund allows us to take our attractiveness to a new level and align ourselves with successful global practices.”

The programme will commence implementation during 2025, after a company to manage the returns has been selected through a tender process.

In 2024, 1,352,012 international tourists visited Rio, an increase of 271% compared to 2023. The main markets include Argentina, Chile, the USA and France.
