Egypt targets 30 million tourists: growth requires more hotels and better connectivity

Egyptian tourism plans through 2030/2031 include about half a million accommodation units. In addition to expanding capacity, the country aims to more strongly connect the cultural offering, local experiences, and luxury tourism.

Egypt It aims to reach 30 million international tourists annually by 2030/2031. Tourism and Antiquities Minister Sherif Fathy confirmed this goal on October 22 at the Egypt 2026 forum, with the ambition of achieving 300 million tourist nights and up to 40 billion US dollars in annual revenue. These are development goals, not forecasts of guaranteed growth.

For travel agencies and tour operators, it is more important how the offerings they can contract will change. The Egyptian strategy opens up space for more diverse programs, but their implementation depends on the available rooms, flights, and the quality of service at the destination.

Museums as a support for a more diverse offer

Fathy singled out the Great Egyptian Museum and the National Museum of Egyptian Civilization among the projects supporting the development of the sector. The strategy focuses on diversifying tourism products, meeting local culture, and strengthening the luxury segment.

The plan also envisages approaching a capacity of 500,000 hotel rooms and other accommodation units. According to the minister, about 35,000 hotel rooms are currently under construction or development. At the same time, he warned of the need to align the growth in hotel prices with the quality of service and the competitiveness of the destination.

Such a direction gives agencies the basis to design programs that connect Cairo, archaeological heritage, and coastal holidays. The business opportunity lies in a well-structured itinerary, reliable transfers, and amenities that will make the traveler extend their stay.

More arrivals require operationally ready capacities

In the first eight months of 2026. Egypt It received approximately 12.7 million tourists, compared to 12.2 million in the same period last year. Tourist revenues rose from 11.8 to about 12 billion dollars. The number of arrivals thus grew faster than revenue, which further raises the question of the value that the destination generates per guest.

Hossam al-Shaer, President of the Egyptian Tourism Federation, estimated that achieving the target of 30 million tourists requires approximately 200,000 additional hotel rooms. In addition to accommodation, constraints include available airline seats and internal transportation between destinations.
