{"id":8586,"date":"2026-03-16T13:40:22","date_gmt":"2026-03-16T12:40:22","guid":{"rendered":"https:\/\/tragento.com\/?p=8586"},"modified":"2026-03-16T13:40:22","modified_gmt":"2026-03-16T12:40:22","slug":"good-news-for-the-tmc-sector-business-travel-remains-outside-the-scope-of-the-new-directive","status":"publish","type":"post","link":"https:\/\/tragento.com\/en\/dobra-vijest-za-tmc-sektor-business-travel-ostaje-izvan-opsega-nove-direktive\/","title":{"rendered":"Good news for the TMC sector: business travel remains outside the scope of the new directive"},"content":{"rendered":"<p class=\"wp-block-paragraph\">The European Parliament adopted <a href=\"https:\/\/www.europarl.europa.eu\/doceo\/document\/TA-10-2026-0085_EN.html\">Amendments to the Package Travel Directive<\/a>, and one of the most important pieces of news for the business travel sector is the clear exemption of business travel from its scope.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/tragento.com\/en\/category\/tourism-industry-2\/reviews\/\">This is an important decision for business agencies, TMC companies and corporate customers.<\/a> as it confirms that business travel has a different logic and operational framework from the leisure segment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to the adopted text, the directive does not apply to package deals purchased on the basis of a general agreement for the organisation of business travel. This was precisely one of the key points that business associations had been advocating for months, warning that applying rules intended for private travel to the corporate sector would create additional administrative and operational obstacles.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The European Parliament's decision was welcomed by the BT4Europe network, which described the revision as a balanced and pragmatic approach. According to the association's stance, distinguishing between business and leisure travel was necessary to avoid imposing additional regulatory burdens on agencies, small and medium-sized enterprises, and the wider business travel ecosystem.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A similar stance was taken by GBTA, which emphasised that this decision brings much-needed legal clarity to the business travel industry in the European Union.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The revised Package Travel Directive is primarily aimed at stronger protection for consumers booking private and leisure trips. The new rules clarify which services and combinations of services are considered a package, as well as in which cases travellers can cancel their trip without penalty.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In this context, the exemption for business travel clearly shows that European legislators have accepted the argument that business travel requires a specific regulatory approach.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For travel agencies and the TMC sector, this change has tangible value. It reduces the risk of additional liabilities that are not aligned with corporate agreements, internal travel policy rules, and the specific relationships between companies, agencies, and service providers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In practice, this means less legal uncertainty and a more stable framework for organising official travel within the European Union. This is particularly important at a time when the industry is still seeking greater clarity on other legislative proposals related to passenger rights.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The procedure is not yet fully concluded, however. The Council of the European Union must now formally adopt the revised text. Following publication and entry into force, Member States will have 28 months to transpose the new rules into national legislation, followed by a further six months for their application.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This means that the concrete effects of this change on the market will be felt gradually, but the political message is already very clear: business travel remains outside the scope of the Package Travel Directive.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-sto-ova-odluka-znaci-za-business-travel-sektor\">What does this decision mean for the business travel sector<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">For companies organising business travel, as well as for TMC companies and business agencies, this decision represents an important signal of stability. Instead of treating business travel the same as holidays and private arrangements, European rules now more clearly recognise the specificities of corporate travel, contractual relationships, and the need for a more flexible operational model.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is good news for the business travel market in Europe.
