In dieser Beschwerde fordert er eine dringende Reform des Luftraummanagements, nachdem Analysen einen dramatischen Anstieg der \u00dcberlastung aufgezeigt haben. Besonderes Augenmerk wurde dabei auf die franz\u00f6sische Flugsicherung gelegt.<\/p>\n\n\n\n<h2 id=\"h-francuski-problem-i-stotine-milijuna-eura-gubitka\" class=\"wp-block-heading\">Das Frankreich-Problem und Verluste in H\u00f6he von mehreren hundert Millionen Euro<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Eine Untersuchung des franz\u00f6sischen Senats hat best\u00e4tigt, dass die durch die Flugsicherung des Landes verursachten Versp\u00e4tungen im Vergleich zur Zeit vor der Pandemie um bis zu 60 Prozent gestiegen sind. Dieser Teufelskreis der Ineffizienz f\u00fchrt nicht nur zu logistischem Chaos, sondern verursacht auch enorme finanzielle Verluste f\u00fcr die Fluggesellschaften. Sch\u00e4tzungen von Experten zufolge werden diese betrieblichen Probleme die Fluggesellschaften in Europa bis 2025 rund 800 Millionen Euro kosten. Der Chef von Ryanair, Michael O\u2019Leary, protestiert lautstark. Tats\u00e4chlich fehlen trotz klarer Vorgaben aus dem Mario-Draghi-Bericht zur Wettbewerbsf\u00e4higkeit aus dem vergangenen Jahr nach wie vor konkrete Ma\u00dfnahmen und Reformen im Luftverkehrssektor.<\/p>\n\n\n\n<h2 id=\"h-dva-kljucna-zahtjeva-za-spas-mreze-letova\" class=\"wp-block-heading\">Zwei wesentliche Voraussetzungen f\u00fcr den Erhalt des Flugnetzes<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Die irische Fluggesellschaft fordert Br\u00fcssel auf, zwei wichtige Vorschriften einzuf\u00fchren. Die erste betrifft die gesetzliche Gew\u00e4hrleistung einer Mindestpersonalst\u00e4rke in den Kontrollzentren w\u00e4hrend der morgendlichen Spitzenzeit. Diese sollen mit strengen finanziellen Sanktionen bei Nichteinhaltung einhergehen. Die zweite, noch wichtigere Forderung ist der rechtliche Schutz bei \u00dcberfl\u00fcgen von L\u00e4ndern, in denen Streiks stattfinden. Dadurch w\u00fcrden Transitfl\u00fcge, die lediglich den Luftraum eines Landes durchqueren \u2013 beispielsweise den franz\u00f6sischen \u2013, von lokalen Arbeitskonflikten ausgenommen. Auf diese Weise k\u00f6nnten die Fl\u00fcge ohne Unterbrechung weitergef\u00fchrt werden.<\/p>\n\n\n\n<h2 id=\"h-izmedu-manjka-kadra-i-stroge-regulacije\" class=\"wp-block-heading\">Zwischen Personalmangel und strengen Vorschriften<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Andererseits weisen Eurocontrol und die Gewerkschaften auf die Komplexit\u00e4t der Lage hin. Der europ\u00e4ische Luftraum ist \u00fcberlastet. Die Sperrung des Luftraums im Osten des Kontinents hat zu Umleitungen von Fl\u00fcgen gef\u00fchrt, und die Wetterbedingungen werden zunehmend unvorhersehbar. Die Gewerkschaften weisen darauf hin, dass der derzeitige Mangel an Fluglotsen tats\u00e4chlich das Ergebnis jahrelanger Kosteneinsparungen ist, die von den Fluggesellschaften selbst vorangetrieben wurden. Gleichzeitig ist eine beschleunigte Ausbildung von neuem Personal schlichtweg nicht machbar, da dieser Prozess Jahre dauert. Der Konflikt um die Kontrolle des nationalen Luftraums und die Souver\u00e4nit\u00e4t der Mitgliedstaaten wirft somit erneut die Frage auf, ob die Europ\u00e4ische Kommission die Zentralisierung des Flugverkehrsmanagements \u00fcberhaupt umsetzen kann.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>","protected":false},"excerpt":{"rendered":"<p>Ryanair je uputio slu\u017ebenu \u017ealbu predsjednici Europske komisije Ursuli von der Leyen.
