Oktober werden ausl\u00e4ndische Reiseveranstalter, Online-Reiseb\u00fcros (OTA) und Reiseb\u00fcros in das maledivische GST-System (Mehrwertsteuer) f\u00fcr den Tourismus einbezogen. <a href=\"https:\/\/tragento.com\/de\/die-malediven-haben-ihren-steuerbereich-faktisch-auf-reiseveranstalter-und-buchungsplattformen-ausgeweitet\/\" data-type=\"post\" data-id=\"12290\">wir schrieben<\/a>. Das Problem f\u00fcr die Branche ist nicht nur die 17%-Steuer, sondern auch die Frist von nur einem Monat, um bereits vertraglich vereinbarte und verkaufte Vereinbarungen anzupassen.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/tragento.com\/de\/kategorie\/reiseziele\/\" data-type=\"category\" data-id=\"191\">Malediven<\/a> Am 31. August wurden \u00c4nderungen des Gesetzes \u00fcber die Steuer auf Waren und Dienstleistungen (Goods and Services Tax Act) verabschiedet, durch die die Steuerpflicht auf ausl\u00e4ndische Unternehmen ausgeweitet wird, die reisebezogene Tourismusprodukte verkaufen. Die neue Regelung umfasst Unterk\u00fcnfte, Speisen und Getr\u00e4nke, Transport sowie sonstige touristische Aktivit\u00e4ten und damit verbundene Buchungs- und Vermittlungsdienstleistungen. F\u00fcr diese Kategorie gilt ab dem 1. Oktober die Tourismus-Waren- und Dienstleistungssteuer (TGST) in H\u00f6he von 17%.<\/p>\n\n\n\n<h2 id=\"h-porez-se-obracunava-na-marzu-a-ne-na-cijelu-rezervaciju\" class=\"wp-block-heading\">Die Steuer wird auf die Marge berechnet, nicht auf den gesamten Buchungsbetrag.<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">F\u00fcr ausl\u00e4ndische Unternehmen ohne Betriebsst\u00e4tte auf den Malediven wird die Steuerbemessungsgrundlage in der Regel als Differenz zwischen dem dem Kunden in Rechnung gestellten Betrag und dem an einen registrierten lokalen Lieferanten gezahlten Betrag berechnet. Mit anderen Worten geht es in erster Linie um die Besteuerung der Marge oder Provision des ausl\u00e4ndischen Vertreibers und nicht um den Gesamtwert des Hotel- oder Pauschalangebots.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">KPMG wies w\u00e4hrend des Gesetzgebungsverfahrens darauf hin, dass es f\u00fcr die betroffenen Reiseveranstalter und Online-Reiseb\u00fcro-Plattformen keine einheitliche Mindestumsatzschwelle f\u00fcr die Registrierung gibt. Das endg\u00fcltige Gesetz schreibt zudem vor, dass Anbieter von touristischen Dienstleistungen dieser Kategorie sich registrieren lassen m\u00fcssen, w\u00e4hrend ihnen der Vorsteuerabzug nicht gestattet ist.<\/p>\n\n\n\n<h2 id=\"h-drv-i-ectaa-rok-je-nepraktican-za-vec-prodanu-zimsku-sezonu\" class=\"wp-block-heading\">DRV und ECTAA: Die Frist ist f\u00fcr die bereits verkaufte Wintersaison nicht umsetzbar.<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Der Deutsche Reiseverband (DRV) bittet die maledivische Regierung daher um einen Aufschub und eine \u00dcbergangsfrist. DRV-Pr\u00e4sident Albin Loidl warnt davor, dass Reiseveranstalter Preise und Vertr\u00e4ge Monate im Voraus festlegen, w\u00e4hrend viele Pauschalreisen f\u00fcr die Wintersaison bereits verkauft sind. Die Mehrkosten f\u00fcr Pauschalreisen k\u00f6nnen oft nicht einfach an den Reisenden weitergegeben werden.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Der DRV warnt gemeinsam mit der ECTAA zudem vor noch offenen operativen Fragen: Registrierung, Berechnung der Steuermarge in komplexen Vertriebsketten sowie die Behandlung von Stornierungen, R\u00fcckerstattungen und nachtr\u00e4glichen Korrekturen.<\/p>\n\n\n\n<h2 id=\"h-problem-nije-ogranicen-na-njemacko-trziste\" class=\"wp-block-heading\">Das Problem beschr\u00e4nkt sich nicht auf den deutschen Markt.<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Die Reaktionen aus Deutschland sind besonders laut, da Deutschland einer der gr\u00f6\u00dften europ\u00e4ischen M\u00e4rkte f\u00fcr die Malediven ist. Im Jahr 2025 verzeichnete das Reiseziel 167.822 deutsche G\u00e4ste, 6,71 Prozent mehr als im Vorjahr.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Die neuen Vorschriften gelten jedoch gleicherma\u00dfen f\u00fcr <a href=\"https:\/\/tragento.com\/de\/kategorie\/reiseveranstalter\/\" data-type=\"category\" data-id=\"106\">Reiseveranstalter<\/a> aus der Region, die die Malediven in eigenem Namen vertraglich vereinbaren und verkaufen. F\u00fcr sie wird es entscheidend sein, wie die Vertragskette aufgebaut ist und wo die Marge erzielt wird.
